What you are asking for is reaction time and adjustments at a speed that are just not humanely possible.
The defender saw or anticipated the QB going up into the air and reacted his tackling angle. Knowing thst McCown's head would helicopter into him is beyond reasonable expectations.
If you make that play a penalty then there is no point in even playing the games.

He was trying to hit a player who was in the air. I believe physics dictate thst launching himself was the only way to get the stop. If the player was running then fine wrap him up and make a tackle.
