I feel like either Goodell can't understand, or the reporters can't make him understand, that it's not just about the outcome, it's the appearance of propriety.  
 
This is why judges recuse themselves.  "It's not unusual for me to be officiating the prosecutor's daughter's wedding. Don't worry about it."

I can only paraphrase, but he said that "we are a league of rules," the 32 teams all agree to them, and what goes on inside the lines and the rules can be remedied with penalties, fines and suspensions.  Whether or not there's a competitive advantage is "secondary" to me.
